What Joburg counts as building waste
The City of Johannesburg's Waste Management By-laws define building waste as all waste from "the construction, alteration, repair or demolition of any structure", including rubble, earth, vegetation and rock. Construction debris, renovation rubble and the soil dug out for a foundation all fall under it.
On bigger projects the by-law goes further: a site development plan has to come with a building waste management plan, plus proof that the building waste will be handled by an accredited service provider. A homeowner's bathroom reno won't get that paperwork, but the rubble still has to end up somewhere legal.
